SISTEM PENGAMBIL KEPUTUSAN MENGGUNAKAN METODE TSUKAMOTO UNTUK MENENTUKAN RUMAH TIDAK LAYAK HUNI

The Head of the Housing, Settlement and Land Agency of Buleleng noted that around 5,000 households spread across all sub-districts in Buleleng have uninhabitable houses, so they need government assistance. The distribution of house renovation assistance for uninhabitable houses must be right on target according to conditions in the field, so it requires a decision support system. This research analyzes to develop a decision support system for determining uninhabitable houses using the Tsukamoto method. The Tsukamoto method uses IF-THEN rules that must be represented by a fuzzy set with a monotonous membership function. The output of the inference result for each rule is given explicitly based on the predicate alpha. The final result is obtained by a weighted average of each rule output. The data used in this research is data on uninhabitable houses in the last 3 years at the Housing, Settlement and Land Office of Buleleng Regency. The data used was 440 data with 3 variables, namely house condition variables with 13 parameters, economic condition variables with 1 parameter and variable number of assistance quotas with 1 parameter. The damage data is categorized into 3 groups, namely light, medium and heavy. Testing, the system prototype was carried out using the black box method and User Acceptance Test (UAT). The black box test results state that the output produced by the system is as expected. The UAT test results show that the system prototype has run well and in accordance with business processes, while testing the accuracy of the system using the cofusion matrix obtained very good accuracy.
