ANALISIS PELAKSANAAN PEDOMAN PERKREDITAN DALAM PROSES PEMBERIAN DAN PENAGIHAN KREDIT SEBAGAI UPAYA MENINGKATKAN KUALITAS KREDIT PADA LPD DESA PAKRAMAN BONTIHING

Abstract

Lembaga Perkreditan Desa (LPD) merupakan salah satu bentuk lembaga ekonomi milik Desa Pekraman yang menjalankan fungsinya dalam bentuk usaha-usaha kearah peningkatan taraf hidup masyarakat desa. Keberadaan LPD dapat memberikan dampak sosial ekonomi yang besar bagi masyarakat/krama di pedesaan. Penelitian ini bertujuan untuk mengetahui (1) pelaksanaan pedoman perkreditan dalam proses pemberian dan penagihan kredit pada LPD Desa Pakraman Bontihing, (2) upaya atau saran tindak untuk meningkatkan kualitas kredit pada LPD Desa Pakraman Bontihing. Penelitian ini menggunakan pendekatan kualitatif dengan sumber data primer dan sekunder. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa (1) pelaksanaan pedoman perkreditan di LPD Desa Pakraman Bontihing belum maksimal, banyak hal di dalam pelaksanaannya tidak sesuai dengan pedoman yang ada mengakibatkan kualitas kredit yang rendah, hal tersebut dipengaruhi oleh modal sosial, pengawasan kurang efektif, kurangnya kesadaran krama desa, dan pembiaran pembayaran kredit (2) saran tindak atau upaya yang dilakukan yaitu pelaksanaan pedoman perkreditan lebih maksimal, perekrutan ketua pecalang, pengawasan lebih optimal, dan penyitaan jaminan.

Lembaga Perkreditan Desa (Village Credit Insitution) is a customary village-owned economic institution which runs its businesses to improve the quality of life of the villagers. The existance of this village credit institution is able to give substantial social economic effects for the villagers. This study aimed at finding out (1) the implementation of credit guidelines in the process of credit application and collection at the village credit institution of the customary village of Bontihing, (2) the efforts or advice of actions to improve the credit quality of the village credit institution of the customary village of Bontihing. This study applied qualitative approach with primary and secondary data sources. The techniques of data collection applied were observation, interview, and documentation. The results of the analysis showed that (1) the implementation of credit guidelines at the village credit institution of the customary village of Bontihing was not maximum yet. There were many things in the implementation that are not in accordance with the guidelines. As a result, the quality of the credit was low. This was effected by the social capital, ineffective supervision, lack of awareness of the villagers and no penalty was given to non-performing loan, (2) the efforts or advice of actions done were maximizing the implementation of credit guidelines, rectruiting head of pecalang (traditional security guard), optimizing supervision, and executing foreclosure warranties.
