PENGARUH KUALITAS SUMBER DAYA MANUSIA, PENDIDIKAN DAN PELATIHAN, SERTA PERAN PENDAMPING DESA TERHADAP EFEKTIVITAS PENGGUNAAN SISTEM KEUANGAN DESA (SISKEUDES) (STUDI PADA DESA PENERIMA DANA DESA DI KABUPATEN BULELENG)

Penelitian ini bertujuan untuk membuktikan secara empiris pengaruh kualitas sumber daya manusia, pendidikan dan pelatihan serta peran pendamping desa terhadap efektivitas penggunaan sistem keuangan desa (siskeudes) pada desa penerima dana desa di Kabupaten Buleleng. Penelitian ini merupakan penelitian kuantitaif dengan menggunakan data sekunder yang diperoleh dari Surat Keputusan Bupati Nomor: 900/78/HK/2017 Tentang Alokasi Keuangan Pemerintahan Desa di Kabupaten Buleleng Tahun Anggaran 2017 serta data primer yang diperoleh dari kuesioner dan diukur menggunakan skala likert. Populasi penelitian menggunakan seluruh sekretaris desa dan bendahara desa di Kabupaten Buleleng. Teknik pengambilan sampel menggunakan probability sampling, yaitu peneliti memberikan peluang yang sama bagi setiap unsur (anggota) populasi untuk dipilih menjadi anggota sampel yang dilakukan secara acak tanpa memperhatikan strata yang ada dalam populasi itu sendiri. Kriteria sampel sekretaris desa dan bendahara desa di Kabupaten Buleleng sebanyak 112 orang. Teknik analisis data menggunakan analisis regresi linier berganda dengan bantuan SPSS versi 18. Hasil penelitian menunjukan bahwa variabel kualitas sumber daya manusia (X1) berpengaruh positif dan signifikan terhadap efektivitas penggunaan siskeudes, variabel pendidikan dan pelatihan (X2) berpengaruh positif dan signifikan terhadap efektivitas penggunaan siskeudes, dan variabel peran pendamping desa (X3) berpengaruh positif dan signifikan terhadap efektivitas penggunaan siskeudes.Kata Kunci : Efektivitas Penggunaan siskeudes, Kualitas Sumber Daya Manusia, Pendidikan dan Pelatihan, Peran Pendamping Desa
This study aimed at empirically proving the effect of human resource quality, education and training, and role of village partner to the effectiveness of the use of village finance system in the villages receiving village fund in Buleleng Regency. This study was a quantitative research using secondary data obtained from the decree of the Regent Number 900/78 / HK / 2017 about village government finance allocation in Buleleng Regency in Budget Year 2017, and primary data obtained from the questionnaire and measured by using Likert scale. The populations were all village secretaries and village treasurers in Buleleng Regency. The sampling technique was probability sampling, in which the researcher gave equal opportunity for every element (member) of the population to be selected to be a random sample member regardless of the strata in the population itself. The sample number of the village secretaries and the village treasurers in Buleleng Regency were 112 people. The technique of data analysis was multiple linear regression analysis with the help of SPSS version 18. The results showed that the variable of human resource quality (X1) had a positive and significant effect on the effectiveness of the use of village finance system, the variable of education and training (X2) had a positive and significant effect on the effectiveness of the use of village finance system, and the variable of role of village partner (X3) had a positive and significant effect on the effectiveness of use of village finance system.
