PENGARUH KOMPETENSI SUMBER DAYA MANUSIA, PERAN BADAN PERMUSYAWARATAN DESA, DAN PARTISIPASI MASYARAKAT TERHADAP IMPLEMENTASI GOOD VILLAGE GOVERNANCE (Studi pada Desa di Kabupaten Buleleng)

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh variabel kompetensi sumber daya manusia, peran badan permusyawaratan rakyat, dan partisipasi masyarakat terhadap implementasi good village governance. Penelitian ini dilakukan pada pemerintahan desa di Kabupaten Buleleng dengan jumlah sampel penelitian sebanyak 56 Desa yang didapat dari rumus slovin. Teknik pengambilan sampel berdasarkan atas simple random sampling dan didapat jumlah responden penelitian ini sebanyak 168 responden. Penelitian ini merupakan penelitian kuantitatif berupa data berbentuk angka atau data kualitatif yang diangkakan dengan data primer menggunakan kuesioner yang diukur menggunakan skala likert. Analisis data penelitian menggunakan analisis regresi berganda dengan menggunakan program Statitical Package for Social Science (SPSS) v.23. Hasil penelitian ini membuktikan bahwa secara parsial variabel kompetensi sumber daya manusia (X1) berpengaruh positif dan signifikan terhadap implementasi good village governance. Variabel peran badan permusyawaratan desa (X2) tidak berpengaruh signifikan terhadap implementasi good village governance. Variabel partisipasi masyarakat (X3) berpengaruh positif dan signifikan terhadap implementasi good village governance. Kata Kunci: kompetensi sumber daya manusia, peran badan permusyawaratan desa, partisipasi masyarakat, dan good village governance.

This study aimed at determining the effect of variables human resource competency, role of the Village Representative Board, and society participation on the implementation of good village governance. This research was conducted on village government in Buleleng Regency with the number of research sample as many as 56 villages obtained from slovin formula. Sampling technique was based on simple random sampling and obtained respondent number as many as 168 respondents. This research was a quantitative research with data in the form of numbers or qualitative data that was made in numbers with primary data by using questionnaires and measured by using Likert scale. Data analysis was done by using multiple regression analysis with the program of Statistic Package for Social Science (SPSS) v.23. The results of this study proved that partially variable of human resource competence (X1) had a positive and significant effect on the implementation of good village governance. Variable of role of village representative board (X2) did not have any significant effect on the implementation of good village governance. Variable of society participation (X3) had a positive and significant effect on the implementation of good village governance.
