PENGARUH PARTISIPASI PENYUSUNAN ANGGARAN TERHADAP KINERJA APARAT PEMERINTAH DAERAH DENGAN KEPUASAN KERJA DAN KOMITMEN ORGANISASI SEBAGAI VARIABEL MODERATING (Studi Empiris Pada Pemerintah Daerah Kabupaten Badung)

Abstract

Penelitian ini bertujuan untuk menguji pengaruh partisipasi penyusunan anggaran terhadap kinerja aparat pemerintah daerah dengan kepuasan kerja dan komitmen organisasi sebagai variabel moderating di Pemerintah Daerah Kabupaten Badung. Responden dari penelitian ini adalah Kepala Dinas , Kepala Sub Bagian, Kepala Bidang, Kepala Sub Bidang atau Kepala masing masing seksi dan UPTD (Unit Pelaksana Teknis Daerah) di masing masing dinas dilingkungan SKPD Kabupaten Badung. Kuisioner yang disebar sebanyak 75 buah. Kusioner yang kembali berjumlah 75 dan kemudian dimasukkan dalam pengolahan data. Dari analisis data yang dilakukan untuk mengetahui pengaruh partisipasi penyusunan anggaran terhadap kinerja aparat diperoleh persamaan Y = 18,608 + 0,588 PPA . Kemudian untuk hipotesis kedua dan ketiga diperoleh persamaan regresi moderasi sebagai berikut : Y = 19,841 – 1,080 PPA + 0,269 KK + 0,032 PPA*KO dan Y = 11,512– 0,853PPA + 0,446 KO + 0,022 PPA*KO yang menunjukan bahwa interaksi partisipasi penyusunan anggaran, kepuasan kerja, dan komitmen organisasi berpengaruh positif terhadap kinerja aparat pemerintah daerah. Dalam penelitian ini hipotesis dapat diterima , yaitu partisipasi penyusunan anggaran, kepuasan kerja, dan komitmen organisasi terhadap kinerja aparat ditunjukkan dengan nilai thitung sebesar 2,122 > ttabel 2,000 dengan angka signifikansi lebih kecil dari 0,05.

This study aimed to examine the effect of budget participation on the performance of local government officials with job satisfaction and organizational commitment as a moderating variable in Badung Regency Government. Respondents of this study is the Head of Department, Head of Section, Chief, Division Head or Head of each section and UPTD (Regional Technical Implementation Unit) in each department on education within the Badung Regency. Questionnaires were distributed as many as 75 pieces. Questionnaires were returned amounted to 75 and then included in the data processing. From the data analysis performed to determine the effect of budget participation on performance apparatus obtained equation Y = 18.608 + 0.588 PPA. Then for the second and third hypotheses derived regression equation moderation as follows: Y = 19.841 to 1.080 + 0.269 PPA PPA KK + 0.032 * KO and Y = 11.512-.853 PPA + 0.446 + 0.022 PPA KO * KO which showed that the interaction of budget participation, job satisfaction, and organizational commitment has a positive effect on the performance of local government officials. In this study, the hypothesis can be accepted, ie budgetary participation, job satisfaction, and organizational commitment to the performance of the apparatus is shown with a value of 2,122 t count> t table 2.000 with significance numbers less than 0.05.
