Penelitian ini bertujuan untuk mengambarkan “Efektivitas Pidana Penjara Bagi Pecandu Narkotika di Lingkungan Lembaga Pemasyarakatan Narkotika Klas IIA Jayapura”. Permasalahan yang diangkat dalam penelitian ini, yaitu: Bagaimanakah efektivitas pidana penjara bagi pecandu narkotika di Lapas Narkotika Klas IIA Jayapura dan Faktor-faktor apa saja yang menghambat tidak efektivnya pidana penjara bagi pecandu narkotika di Lapas Narkotika Klas IIA Jayapura. Untuk menjawab pertanyaan tersebut peneliti menggunakan metode penelitian kualitatif. Hasil penelitian ini menunjukan bahwa jika efektivitas dilihat dari perlindungan masyarakat terjadi penurunan angka terpidana kasus narkotika dari tahun 2021-2022, disini berarti pembinaan dapat dikatakan berhasil. Sementara dilihat dari sisi pelaku residivis ada beberapa orang yang mengulang dari jumlah presentase 10,99%-12,24% tiap bulannya, faktor-faktor yang menghambat pembinaan terpidana narkotika di Lembaga Pemasyarakatan Narkotika Klas IIA Jayapura, antara lain: a. tidak seimbangya kapasitas ruangan dengan penghuni lembaga pemasyarakatan; b. tidak adanya fasilitas rehabilitasi medis, sosial, dan psikis.
