PENGARUH KELOMPOK SOSIAL TERHADAP DIUNDANGKANNYA PERATURAN PRESIDEN NOMOR 49 TAHUN 2021

Penyusunan artikel ini bertujuan untuk mengetahui pengaruh kelompok sosial terhadap diundangkannya Peraturan Presiden Nomor 49 Tahun 2021 melalui proposisi dan diperkuat dengan fakta-fakta yang ada. Metode penelitian normatif digunakan untuk keperluan tujuan penyusunan artikel ini dengan mengedepankan pendekatan konseptual untuk menganalisa bahan hukum yang digunakan. Bahan hukum yang terkumpul sebagai penunjang penulisan artikel ini dikontruksi secara kualitatif dan disajikan secara deskriptif. Hasil pembahasan menunjukkan bahwa pernyataan Presiden Jokowi terkait keputusan dicabutnya lampiran Perpres tentang pembukaan investasi baru dalam industri minuman keras yang mengandung alkohol atas pertimbangan dari masukan yang diberikan oleh MUI, NU, Muhammadiyah, dan Ormas lainnya merupakan sebuah proposisi bagaimana pengaruh kelompok sosial terhadap diundangkannya Peraturan Presiden Nomor 49 Tahun 2021. Sedangkan fakta-fakta sebagai pendukung proposisi tersebut yaitu: (1) perilaku kelompok sosial yang mempengaruhi diundangkannya Perpres Nomor 49 Tahun 2021; (2) respon kelompok sosial terhadap diundangkannya Perpres Nomor 49 Tahun 2021; dan (3) besarnya power atau kekuatan kelompok sosial dalam mempengaruhi Presiden sebagai pembentuk hukum atau kebijakan.
