ANALISIS SUMBER PENDAPATAN ASLI DAERAH (PAD) DALAM PELAKSANAAN OTONOMI DAERAH DI KABUPATEN BULELENG

Abstract

Penelitian ini didasari oleh turunnya pertumbuhan Pendapatan Asli Daerah (PAD) pada Tahun Anggaran 2011 dan 2012. Sebagai salah satu sumber pembiayaan daerah, penerimaan PAD sebaiknya harus terus meningkat. Tujuan diadakannya penelitian ini untuk mengetahui efektivitas dan kontribusi sumber-sumber PAD Tahun Anggaran 2009-2013, estimasinya untuk Tahun Anggaran 2014, serta proyeksi efektivitas dan kontribusi pada tahun 2014. Desain penelitian ini adalah deskriptif kuantitatif. Penelitian dilakukan pada dinas pendapatan daerah Kabupaten Buleleng. Data yang digunakan adalah data sekunder. Data dikumpulkan dengan metode dokumentasi lalu dianalisis dengan rasio efektifitas, rasio kontribusi dan analisis trend. Hasil penelitian ini menyatakan efektivitas sumber PAD Tahun Anggaran 2009-2013 berada pada kategori sangat efektif dengan rata-rata 112,48%. Sedangkan kontribusi terbesar pada Tahun Anggaran 2009-2013 diperoleh dari lain-lain PAD yang sah sebesar 43,13%. Estimasi sumber PAD Tahun Anggaran 2014 menunjukkan seluruhnya mengalami peningkatan penerimaan dari tahun lalu kecuali retribusi daerah. Efektivitas penerimaan sumber PAD tahun 2014 memiliki kategori sangat efektif dengan rata-rata sebesar 110,89%. Terakhir kontribusi tertinggi tahun 2014 diperoleh dari lain-lain PAD yang sah sebesar 51,34%.

This study is based on the decline in the growth of local income revenue (PAD) in the fiscal years 2010 and 2011. As one of the sources of local financing, PAD reception should have to continue to rise. The objective of this study was to examine the effectiveness and contribution of PAD sources for Fiscal Year 2009-2013, the estimate for Fiscal Year 2014, and the projected effectiveness and contribution in 2014. The design of this study is quantitative descriptive. The study was conducted at the offices of regional income Buleleng regency. Data used are secondary data. Data were collected and analyzed by the method of documentation, and then data analyzed with effectiveness ratio, contribution ratio and trend analysis. The results of this study stated the effectiveness of PAD resource for Fiscal Year 2009-2013 is the category of very effective with an average of 112.48%. While the largest contribution in Fiscal Year 2009-2013 was obtained from other legal PAD by 43.13%. Estimates for Fiscal Year 2014 of PAD sources show entirely increased revenues from last year except for retribution. Effectiveness reception of PAD sources in 2014 has a very effective category with an average of 110.89%. Last highest contribution in 2014 was obtained from other PAD legitimate by 51.34%.
