STRATEGI PROGRAM REINTEGRASI SOSIAL NARAPIDANA DALAM UPAYA MENGATASI OVER KAPASITAS DI LEMBAGA PEMASYARAKATAN KELAS I BANDAR LAMPUNG
Abstract
This research is an effort to understand that the form or shape of the social reintegration program is in the form of granting conditional rights in accordance with applicable provisions and regulations, including: a. remission; b. assimilation; c. leave to visit or be visited by family; d. conditional leave; e. leave before release; and f. conditional release that can be granted by Correctional Institutions to Prisoners/Inmates in Correctional Institutions. Of the six conditional rights, the form of conditional rights in the form of remission and conditional release will have an impact and influence on reducing overcrowding/overcapacity in correctional institutions. The granting of conditional rights must go through stages of personality development and independence that must be undertaken by prisoners/inmates in correctional institutions. Therefore, the Bandar Lampung Class I Penitentiary needs to formulate the necessary strategies to determine alternative actions that are most likely to achieve organizational goals and objectives. According to Fred (2015), strategic management is the art and science of formulating, implementing and evaluating cross-functional decisions that enable an organization to achieve its goals. This research uses a form of qualitative descriptive research that explores as much information as possible from the lives of correctional inmates/convicts and correctional institution officers. In carrying out research on correctional development, non-participant observation methods are used, where researchers carry out direct observations without being part of the subject being studied. Descriptive methods were also used to identify alternative strategic priorities at the Bandar Lampung Class I Correctional Institution by applying Quantitative Strategic Planning Matrix (QSPM) analysis. From the research results, it was found that the highest number of alternative strategies for the Bandar Lampung Class I Correctional Institution was in the "Growth and Development" factor. This means that the specific strategy to be implemented immediately is a strategy for developing and using existing strengths by taking advantage of existing opportunities to overcome weaknesses and threats in implementing social reintegration programs through implementing various coaching programs for prison inmates (WBP)/convicts.
