Abstract

Communities generally demand that their rights be implemented and granted in accordance with applicable regulations through programs known as corporate social responsibility (CSR) or also often called community development (CD), or business partnerships which are often known as community empowerment programs. This demand is a strong desire from the community around the company to obtain their rights from a company that operates by utilizing and processing natural resources. Various perceptions and attitudes are manifested in the form of protests, rejection, or support for various development activities at the pre-construction, construction, and post-construction stages when the company is carrying out the activities. In this research, the problems are: 1) How to implement development activities, especially those that will have a broad impact on society. 2) How various perceptions and attitudes are manifested in the form of protests, rejection, or support for various development activities. This research used qualitative research methods, carried out openly involving the people of Luwe Hulu Village, Muara Pari Village, Karenden Village and Haragandang Village as well as Village Government Apparatus. Information is obtained through open discussions by holding informal and unscheduled meetings. Data collection was carried out by in-depth interviews with key informants, direct observation, surveys, monitoring and evaluation of participation. Based on work location analysis from PT. Salamander Energy is mostly located in permanent production forest (HP) areas with an area of 17,271.5 hectares or 55.7% of the total area, in areas where there are locations for plantation companies. Apart from that, the Karendan Cluster area overlaps with the PT IUPHHK-HA Work Area. Austral Byna and IUPHHK-HA PT. Wana Inti Kahuripan Intiga. Field facts show that many HTI areas have been used by local residents for farming activities which are also followed by traditional rubber planting. In order to implement CSR programs or community empowerment, good communication is needed with several community leaders, village government officials and community members in the 4 villages in the research area. From the problem study carried out, conclusions can be drawn; The people in the four villages know well the rights they can get from the existence of companies that exploit natural resources around their villages. It is hoped that the presence of the company PT. Salamander Energy will be able to make a positive contribution to the community's economy.
