The problem with this research is that new students have also not mastered the mastery and understanding of catalogue books. Apart from that, new students also need help following academic tutorials and administrative services. The research aims to analyze administrative/educational services for UT students. This type of research is qualitative research with a survey of students. The methods used to collect data are interviews, observations, documents and questionnaires. The subjects of this research were all students at one university. The instrument used in data collection was a questionnaire sheet. The data analysis technique uses descriptive statistical analysis of the results of questionnaire collection. The research results, namely the New Student Study Orientation, provide a smooth implementation of tutorials and open university activities in the regions. New Students increase their motivation to study at open universities because they understand the contents of the available university catalogue. New Student makes it easier for students to receive information and understand the Open University Catalog and the ins and outs of the Open University. New Student Learning Orientation can form and improve students' independent solid learning character. New student learning orientation can develop independent character in students.
