DISKREPANSI PEMBELAJARAN KURIKULUM 2013 BERDASARKAN PERMENDIKBUD NOMOR 65 TAHUN 2013 DI SD NO. 4 KAMPUNG BARU

Abstrak Penelitian ini bertujuan untuk mengetahui diskrepansi pembelajaran kurikulum 2013 berdasarkan Permendikbud No. 65 Tahun 2013 ditinjau dari perencanaan, pelaksanaan, penilaian hasil dan proses pembelajaran, serta pengawasan proses pembelajaran. Penelitian ini merupakan jenis penelitian evaluatif dengan model diskrepansi. Populasinya adalah seluruh tenaga pendidik yang telah mengimplementasikan kurikulum 2013 di SD No. 4 Kampung Baru tahun ajaran 2014-2015. Teknik pengambilan sampelnya adalah purposive sampling dan simple random sampling. Berdasarkan teknik pengambilan sampel tersebut, diperoleh sampel penelitian adalah guru IA, IIA, IVA dan V. Data dikumpulkan dengan menggunakan metode dokumentasi, observasi, kuisioner, dan wawancara. Hasil penelitian dianalisis dengan menggunakan analisis uji jenjang Wilcoxon. Hasil penelitian menunjukkan bahwa terjadi kesenjangan (1) sebesar 13,7% dan tergolong kategori sangat kecil pada perencanaan pembelajaran, (2) sebesar 12,5% dan tergolong kategori sangat kecil pada pelaksanaan pembelajaran, (3) sebesar 10,0% dan tergolong kategori sangat kecil pada penilaian hasil dan proses pembelajaran, (4) sebesar 18,1% dan tergolong kategori sangat kecil pada pengawasan pembelajaran, (5) kendala yang dihadapi dalam pelaksanaan kurikulum 2013 berdasarkan Permendikbud No. 65 Tahun 2013 adalah kurangnya pelatihan mengenai kurikulum 2013, adanya perubahan mindset, pengelolaan waktu, guru belum mahir menggunakan TIK.Kata Kunci : Kata kunci: diskrepansi, kurikulum 2013, Permendikbud No. 65
Abstract This research is aimed to determine the discrepancy learning to the curriculum in 2013 based on the regulation Minister of Education and Culture Number 65 year of 2013 in terms of lesson planning, implementation learning, assessment of learning outcomes, and supervision of learning. This research was an evaluative research with the discrepancy model. The population were all of educators who had implemented the curriculum in 2013 at SD No. 4 Kampung Baru in the academic year of 2014/2015. The sampling technique used was purposive sampling and simple random sampling. Based on this sampling technique, obtained samples were teacher IA , IIA , IVA and V. The data were collected using the document study, observation, questionnaire, and interview. The results of this research were analyzed using Wilcoxon's Rank Sign test. The results showed that there was a discrepancy; (1) very low discrepancy with the score of 13,7% in terms of lesson planning, (2) very low discrepancy with the score of 12,5% in implementation, (3) very low discrepancy with the score of 10,0 % in assessment of learning outcomes, (4) very low discrepancy with the score of 18,1% in supervision of learning, (5) obstacles encountered in the implementation of the curriculum in 2013 based on the regulation Minister of Education and Culture Number 65 were the lack of training on the curriculum in 2013 , the change in mindset , time management , teachers have not been good at using ICT.
