Abstract

There are still many people with disabilities who still experience problems in the economic sector, namely extra costs caused by the disability they experience. One of these additional costs is transportation costs. Persons with disabilities have higher transportation costs compared to people without disabilities. These high transportation costs will undoubtedly hinder people with disabilities in everyday life, for example when accessing health services. Given the importance of transportation for Persons with Disabilities, of course, policies are needed to overcome the high cost of transportation. The policy is the provision of concessions or subsidies for transportation service rates. The policy of granting concessions to transportation services certainly requires regulatory regulations. This research examines the regulations for granting concessions on bus transportation for Persons with Disabilities using normative research methods. The results of this research show that there are arrangements for granting concessions for Persons with Disabilities in Law Number 8 of 2016. Researchers found that arrangements for granting concessions for Persons with Disabilities on bus transportation, which should be regulated in Peraturan Pemerintah, are instead regulated in other regulations. In addition, there are still few local governments that have regulations in granting concessions on transportation buses for Persons with Disabilities, even though local governments also must grant concessions.
